held a seminar on May 27 2003, in conjunction with FICPI-KOREA, to celebrate the
38th Invention Month
To celebrate the 38th Annual Invention
Month, AIPPI-KOREA hosted an academic seminar on Tuesday, May 27th 2003, at the
auditorium of the Korean Invention Property Center, Seoul.
This
seminar was hosted in conjunction with FICPI KOREA and was one of various events
provided by the Korean Intellectual Property Office-allied associations. It was
designed to foster the creativity and invention of people.
With
approximately 50 participants including the AIPPI-KOREA members and corporate
managers, the seminar offered an invaluable overview of the key aspects of intellectual
property.
The
seminar began with a brief introduction on FICPI-KOREA from Mr. Jang-Won PARK,
senior vice president of FICPI KOREA.
The main part of the seminar, which
consisted of three informative lectures, was delivered over two hours. Through
the lectures, the participants had an opportunity to consider Korean traditional
cultures as a target of new intellectual property protection and to search for
strategies against global blocking trends in the intellectual property protection
industry.
It is quite significant that the seminar, as one of various events
to celebrate the 38th Invention Month, contributed to deepening ordinary people's
interest and understanding of Intellectual Property, by discussing practical issues
concerning trends and developments in the intellectual property field.

The
Board Meeting of AIPPI-KOREA took place on May 14, 2003
The board members
of AIPPI-KOREA held an extra meeting to discuss several pending issues on May
14, 2003 at the new premises of AIPPI KOREA Secretariat.
They checked preparations
for the 2003 AIPPI World Forum and an academic seminar for the 38th Invention
Month. Mr. Yang-Oh KIM, treasurer of AIPPI-KOREA also presented a financial status
report and gave details of the new premises to the members.
Furthermore,
opinions on the selection process for 2003 Lucerne EXCO delegates were shared
at the meeting.

AIPPI-KOREA Secretariat
moved to the Korea Intellectual Property Building in Yeoksam-dong Seoul, on May
3, 2003. The secretariat is located on 17th floor with KIPO's affiliated associations
and is a more convenient location.

Korean
Intellectual Property Office successfully held a ceremony and a wide variety of
events to celebrate the 38th Annual Invention Day in May
Korean Intellectual
property Office (KIPO) and the Korea Invention Promotion Association held a ceremony
on May 19, 2003 at the COEX auditorium to celebrate the 38th Invention Day. 80
people who had made a great contribution to invention promotion and patented technology
development were awarded medals and presidential commendations.
Invention
Day has been designated as an official celebration day and considered one of the
most important festivals for inventors since its inauguration on May 19, 1957,
in remembrance of King Sejong's decree on the invention of a rain gauge.
Featured
in the celebration was the fact that the number of the registered industrial property
rights reached one million at the end of 2002. KIPO awarded prizes to people of
merit, publicized success stories of prize winners and held exhibitions of inventions
Approximately
1000 people participated in the ceremony, including President Moo-Hyun ROH, Mr.
Jin-Sik YOON, Minister of MOCIE, Mr. Dong-man HA, Commissioner of KIPO, Mr. Kwang-Tae
PARK, president of KIPA as well as invention-related people and their families
from various field.

Introduction
into Korean Intellectual Property System
Modern industrial property administration
was first introduced in Korea in 1946 when the Ministry of Trade, Industry, and
Energy established the Patent Bureau to deal with all matters relating to patents,
utility models, industrial designs and trademarks.
In 1977, the Bureau
became independent and was renamed the Office of Patent Administration, headed
by a Commissioner of vice ministerial rank.
The office, then, adopted the
name "Korean Industrial Property Office (KIPO)" in 1988 and changed
its name to Korean Intellectual Property Office in June, 2000 to better reflect
the office's overall functions.
Since the enforcement of the Patent Law
in 1961, the Trademark Law in 1949, and the Design Law in 1961, KIPO has made
concerted efforts to upgrade Korea's IPR system and has made many adjustments
to successfully cope with the changing international trends and standards in the
IPR field.
In accordance with the adoption of the DDA/TRIPs Agreement,
KIPO is making the additional amendiments and enactments to fully equip the industrial
property system.
Following Korea's joining WIPO in 1979, Korea became a
party to the Paris Convention for the Protection of Industrial Property in 1980
and has abided by the principle of giving equal treatment to nationals and foreign
nationals alike. In 1984, Korea acceded to the Patent Cooperation Treaty (PCT),
and in 1988, KIPO became a party to the Budapest Treaty. In addition, in 1999,
KIPO started the functions as the PCT International Search Authority (ISA) and
International Preliminary Examining Authority (IPEA).
At present the annual
number of Patent and Utility Model applications totals 145,752, Trademarks 108,077,
Industrial Designs 37,681 (2002).
In addition, the number of applications
for inventions especially in high technology fields has gradually been increasing.

Introduction
into AIPPI (International Association for the Protection of Intellectual Property)
The
International Association for the Protection of Intellectual Property, generally
known under the abbreviated name AIPPI, is the world's leading International Organization
dedicated to the development and improvement of intellectual property.
It
is a politically neutral, non-profit organization, domiciled in Switzerland which
currently has over 8000 Members representing more than 100 countries.
Aims
and Purposes
The objective of AIPPI is to improve and promote the protection
of intellectual property on both an international and national basis. It pursues
this objective by working for the development, expansion and improvement of international
and regional treaties and agreements and also of national laws relating to intellectual
property.
It operates by conducting studies of existing national laws and
proposes measures to achieve harmonisation of these laws on an international basis.
In this context AIPPI has become increasingly concerned with issues concerning
the enforcement of intellectual property rights.
The
Organization of AIPPI
The Members of AIPPI are people actively interested
in intellectual property protection on a national or international level.
They
include lawyers, patent attorneys and trademark agents as well as judges, scientists
and engineers. They also include corporations.
AIPPI is organized into
64 National and one Regional Groups and membership is obtained by joining one
of these Groups. In countries where no Group exists, membership is obtained as
an Independent Member in the international organization.
The primary international
bodies of AIPPI are:
- The General Assembly (Congress), in which all Members
have a right to participate and which is responsible for adopting
and modifying the Statutes;
- The Executive Committee (EXCO), made up of
Delegates of all of the Groups - around 300 in number; this
is the principal decision-making body of AIPPI;
- The Council of Presidents,
made up of the Presidents of the Groups plus a representative of the Independent
Members; and
- The Bureau which directs the activities of AIPPI; it is formed
of eight Members including the President of AIPPI who chairs
the Bureau and the Vice President; the Secretary General and a Deputy
who are responsible for administration and representation; the Reporter General
and two Deputies who, with two Assistants, organize the substantive
work of the Association; and a Treasurer General who is in charge
of financial resources.
The General Secretariat and staff have offices in
Zurich, Switzerland.
The
Meetings of AIPPI
A Congress open to all Members is scheduled every two
years. Normally, about 2000 Members attend with around 1000 accompanying persons.
Recent venues include Melbourne, Montreal and Rio de Janeiro. The 2004 Congress
will be held in Geneva. This two-year cycle is a change from the previous three-year
cycle and responds to the increasing pace of international developments. At a
Congress, pending Questions concerning international law are discussed and decisions
taken on a consensus basis. At the same time, a Congress serves as a forum for
workshops which offer valuable educational programs for the participants.
The
Executive Committee (EXCO) convenes at each Congress and also in the years in
between. The Council of Presidents also meets annually during each Congress and
each intervening Executive Committee Meeting. This provides continuity of broadly
based decision taking.
AIPPI has recently instituted a Forum which will
meet every other year immediately preceding an Executive Committee Meeting. These
are open to all Members but also to Non-Members and provide educational programs
of current interest as well as networking among participants. In 2003, the Forum
are in Seoul, Korea.
